Ludhiana is textile hub of Punjab and several textile dyeing factories are situated in the City. The process of the dyeing is water polluting and it is mandatory to install and operate Effluent Treatment Plants (ETPs) by the owners of the dyeing industries. Several pollution control norms are also prescribed to control the generation of pollution from these factories. Punjab Pollution Control Board is regularly monitoring the compliance of the pollution control norms and the operation of pollution control devices by these industries. PPCB had kept a strict vigil on the industries and also regularly doing the inspections of the factories in odd hours also on surprise basis to check the operation of the ETPs. PPCB had recently found such violating industries and took strict action among these units including closure as well imposition of penalties on violating units.
But inspite of strict action some of the factories still keeps violating the pollution control norms and are not operating their ETPs/APCDs effectively. Many complaints in this regard are receiving in the Board in this regard. Therefore to take strict action upon such habitual violators, several teams consisting of the officers of the Board were constituted by the Higher Officials of the Board and teams were sent to the various locations of the city to inspect the industries yesterday. During inspection the teams found some violating dyeing factories, which were intentionally causing the pollution by discharging untreated coloured effluent into the fields causing stagnation. Detail of the industries caught causing the pollution by the teams is as under:-
- M/s A.V Processor, Kot Gangu Rai, Kohara, Ludhiana:- The industry is a textile dyeing The industry was found bye-passing the untreated coloured effluent from the collection tank of the ETP with the help of a flexible pipe onto the plantation area, which leads to the stagnation of coloured effluent in the plantation area. Further the industry was also using unauthorized fuel i.e. poultry waste after mixing with agro waste in its boilers, which leads to the generation of foul smell and air pollution in the area.
- M/s Sukartik clothing Pvt, Ltd., Village Seera, Rahon Road, Ludhiana:- This dyeing unit was discharging its treated effluent into deep trenches, which may cause seepage of effluent into the ground water. The industry was also violating the provisions of Hazardous Waste and Mangement Rules,
- M/s Parmeshwari Silk Mills:-The industry has stored huge quantity of Hazardous waste in its premises. The industry is not timely lifting its hazardous waste to the Hazardous waste facility at Nimboan, Dera Bassi. Earlier the huge quantity of hazardous waste was found stored by the industry in haphazard manner open to sky and industry was also found disposing its hazardous waste in vacant plots. The action against these violating units is being taken as per the Acts and Rules of the
PPCB appeals to all the industries to operate their pollution control devices effectively and to dispose off the treated effluent as well as hazardous waste scientifically in accordance with consent to operate granted to them by the PPCB.
